Hard water sailors to rejoice this winter season?

Will there be hard water sailing this winter? According to NOAA, most of Michigan is in the "equal chances" area regarding temperatures and has a higher than 50:50 chance to be drier than normal this winter season.  This suggests that temps will be near normal, but not as much snow. The exception is in the UP and upper edge of the LP, where the odds tilt for temps to be above normal. What does this really mean, not a whole lot in that predictions were similar for last year (and we know how that turned out). To hear the prediction from the horse's mouth, click below:

For those optimists that feel that snow-free, clear and thick ice is coming to a lake near them, there is a nice two-seater ice-boat just made available on Craigslist.
